5. Implement classified procurement, scientifically set evaluation factors, and focus on comprehensive evaluation of products.
6. Strictly in accordance with the provisions of the Government Procurement Law, for domestically produced products that can meet the requirements, government procurement projects must, in principle, purchase domestically produced products and gradually improve the level of domestic equipment configuration in public medical institutions.
In addition, in terms of the "market access policy", the plan proposes to comprehensively promote the reform of the medical device review and approval system, strictly control the approval of products with oversupply and low-level duplication in the market, and accelerate the approval of innovative medical devices that are urgently needed in clinical practice. And explore the establishment of a mutual recognition mechanism for inspection and testing results between medical institutions, and accelerate the development of clinical application technical specifications for new diagnostic and treatment technologies.
In the "Price Medical Insurance Policy", the plan proposes to actively and steadily promote the reform of medical service prices, and reduce the prices of large-scale medical equipment inspections and inspections. And timely include medical devices and treatment items that meet the conditions, are clinically necessary, safe and effective, have reasonable prices, and have independent intellectual property rights in the medical insurance payment scope according to the prescribed procedures.
In terms of "industry supervision policy", the plan proposes to improve the system of Product recall and withdrawal, establish a "green channel" for trustworthy enterprises and a "blacklist" for dishonest enterprises, and increase the joint punishment of dishonest enterprises.
The plan also proposes to increase financial investment, continue to pilot the insurance compensation mechanism for the first major technical equipment, and support the application of domestically produced medical equipment that meets the conditions.
Secondly, in addition to the six major reforms in medical consumables, it is also proposed to grasp the new trends of intelligence, networking, and standardization, vigorously develop new medical devices, and provide new modern diagnostic and treatment methods. Specifically, the four major medical device fields are:
1. Building an intelligent diagnosis and treatment ecosystem
Focus on developing intelligent medical equipment, software, supporting reagents, and a comprehensive remote medical service platform, and create an intelligent diagnosis and treatment ecosystem that combines online and offline.
2. Improve market share of high-quality equipment
We will develop high-quality Medical imaging, advanced treatment, precision detection equipment and other major clinical medical equipment, and break the long-term low-end, homogeneous Cut throat competition of domestic enterprises.
3. Promote the innovative development of planting (introducing) products
Accelerate the application of new materials and technologies, and continue to accelerate the innovation and industrialization of implantable cardioverter defibrillators, biodegradable vascular stents, artificial valves, bone and peripheral nerves and other repair materials, artificial joints, artificial corneas, artificial lenses, Cochlear implant and other new products of implanted (introduced) medical devices in response to the clinical treatment needs of cardiology, orthopedics, ophthalmology, otorhinolaryngology and other departments.
To meet the development needs of new technologies such as organ repair, promote the integration of biotechnology and material technology, accelerate the development of biomimetic medicine, Regenerative medicine and tissue engineering technology, and promote the application of additive manufacturing (3D printing) technology in new products.
4. Provide fast, accurate, and convenient detection methods
Improve the supporting construction of the industrial chain, develop high-precision testing instruments, reagents, and intelligent diagnostic technologies, and support the development and construction of third-party testing centers.
From the overall perspective of reform, medical devices should focus on innovation, improve the competitiveness of domestic products, implement the main position of medical institution consumables procurement, and formulate and improve the medical device equipment standards for medical institutions at all levels; In the development prospects of the four major fields, the country's high standards for modernization of medical equipment are highlighted.
